  I don't think you understand: The patcher DOESN'T WORK for me. It just doesn't. So instead of trying to troubleshoot the patcher, please just upload the English version. Pretty please?

  I also agree with you that ROM hacks should be distributed in full form rather than exclusively in patch form, but it isn't exactly legal and convenient for everyone. Your preferred grey area of waiting for a renegade to patch it and upload it somewhere else mitigates the risk for each party involved and isn't such a bad middle ground.
